There's no text support for Cyrillic in torque, so you'd need to either make it client sided or make a server sided mod that puts it as bitmaps.
No, the problem is that you cant do the conversion from russian characters > chat replacement characters in torkscript
So they'd have to enter messages in an external program or website that converts it, and copy-paste the result into blockland
