That's a bit rough around the edges, it would translate to "I do not have talk Spanish"
n'ai pas -> n
e ai pas -> Do not have
You usually omit the "e" in "ne" and replace it with an apostrophe, just to avoid connecting two vowels from different words. the apostrophe acts as a bridge, so n'ai would sound like nai. This is also the case for the "Le"/"La" becoming "L' " when the first letter of the word they apply to is a vowel.
"parle" is applied as a passed tense conjugated with "ai". It would be in main present tense in this case. So "I don't speak Spanish" would be
