I cannot select the molotovs. It just shows the level locked icon with nothing saying what the required level is. I'm at level 95 too.

They are glitched at the moment, you can only select them if you have the Hotline Miami DLC (and the BBQ DLC I think as well)

It was promised during the beta period, but the last time they talked about it was a long long time ago, and they said they're thinking about dropping the idea.

Get more exp per infamy level, takes less points to unlock higher levels of skills thus allowing more skills in multiple classes.

infamy levels 2~5 offer skillpoint discounts, making stuff easier and also making multi-tree builds viable

6 and up are only an option if you really want the masks
