Every morning on a day cycle, a new day starts. This goes for the entire year, then a new year is added.

What are you asking for? Like a mod that messages every one the day and time relative to the cycle? That would be easy - ill do it tomorrow.

The old RP Core mod set had one, but it had its own day cycle which was very buggy. I know that some city RPG add-ons have it.

Well, VCE could be used to count units of time. That's how I've always done it.
