VCE Was taken down because the creator for some odd reason said people should stop using it...

If I had a copy I would sent it but, I suggest you find an alternative (if any).

I heard they don't work if you aren't on your server. Is this fixable?

No. He's saying that he heard that if you're hosting a dedicated server and leave, VCE stops working.
