Because there are a lot of stuffs who've never bothered to read them.
It's more concerning the fact that there are about 5 times as many topics as there are views of those rules (as a whole).
Unless each person who has made a Drama has gone on to make 5 total, then there are a lot of people who've presumably made a topic without reading the board rules.

Aha, scratch that. Being an idiot. Just rechecked and realised I completely misread the number of topics made.
