HOW WILL IT WORK:
well the player must press a button and a crosshair pops up.
you will zoom in on your characters shoulder while your inventory pops-up.
the players must use the mouse wheel to change the tool or weapons he wants.
the players can holy shoot when he is holding the button to aim.
the player is forced to use third person mode.

You can't change cameras properly, and you can't force it since the client side can change the datablocks.

The base camera is at the shoulder, you can't really change it anywhere else without having everyone else using the datablock.

You still can't force third person mode if people know how to mess with the client side.
