His budget range is $400-$500.

Well, uh, what's he aiming to use it for?

Work and stuff. He sometimes plays games like starcraft II or civ V. He likes RTS games. My brothers sometimes like to play flash games and spore. Those are probably the most they'll need it for though.

quad titan z
64 gb ddr3 2133mhz
1 tb ssd
i7 4960x

this setup will play some flash games. not all of them

He's at Costco right now looking for one. He asked me about an HP pavilion 500-267c
I told him that it had integrated graphics and audio, and a dual core i3 CPU 3.4 ghz.
I don't think he's going to buy it.

And my brothers are playing all of their games fine on an old laptop that my dad gave them, so I don't think it'll be too much of a problem.

What I'm asking for is the most we can get out of $500.

No PSU or heat management though. No motherboard either. That stuff's for nerds.

hook it all up directly to the power outlet and cool it by placing it in the freezer. then you can overclock to the maximum potential voltage current external mumbo jumbo

I don't think that will work very well.

Well, if it's for work, get a laptop or something. Windows 7 preferably.
Packard Bell is usually a great laptop choice IMO, it ran great even with the stuff I had on it as a 10 year old.

    AMD Athlon X4 760K = $84.74
    Gigabyte GA-F2A88XM-D3H = $64.99
    Crucial Ballistix Sport 8GB (2x 4GB) DDR3-1600 1.35v = $76.99
    MSI Radeon R7 265 OC 2GB = $149.99
Crucial MX100 128GB = $74.99 (IMO I'd replace this with a cheaper hard drive, who the forget normally needs an SSD anyways.)
    Fractal Design Core 1000 = $39.99
    Corsair CX430 430W = $44.99 (plus $20 MIR)
    Asus VE228H 21.5" = $139.99 (plus $10 MIR)
    Logitech MK120 Wired Desktop = $14.99
    Logitech X-140 2.0 = $26.99
    Total = $718.65 ($688.65 after rebates)

This includes monitor, speakers, mouse, keyboard, case, pretty much everything.

I think $700 may be a bit more than he will be willing to pay for.

especially if its just for work. I'm getting a desktop pc around 700 quid that can run stuff like Next Car Game. honestly, something cheap would do.

buy a ouya and pretend its good. everyone is doing it

Do you need OS, monitor, keyboard, and mouse? Or just the tower?
