little kids are good at containing themselves in youtube and facebook and stuff. as they get older they take their baby steps into other sites which will inevitably be annoying but whatever

Sort of. Supervised, I guess. Not because I fear about the child's development or safety or whatever, because that's really not the problem. It's more because young children are obnoxious and I don't want them online.

Supervised, with approved websites. For example, my lil' bro only uses Google Maps and LEGO.com.

I was browsing since I was 10, which I feel is too young since then, I still didn't have much of a grasp for how things worked.
Restricted until 13 or 14 seems reasonable.

It's ultimately in the hands of the parents to decide, but access to the internet and the freedom to explore technology without restriction was a formative opportunity in my childhood. I'm thankful I had the freedom to learn from my own mistakes and learn how to make full use of the internet at an early stage in my life.
