That's a level of bullstuff I cannot fathom.
Thinking about it from their standpoint I assume they're trying to keep the neighberhood "tidy" so that other potential buyers wont be offput by the houses, and thus lose money, or perhaps they're just tyrannical bastards.
Probably the latter.
