From the article he posted then it does seem to just cover rapes of females, so it's not an entirely accurate statistic for either side.
There's certainly an ample number of rapes that occur in prison populations, particularly of males, that don't go reported or are simply ignored.
And I'm sure in both countries there are also rapes of men/boys that go equally unreported for the societal reasons.
To be honest, on the topic of it all, I find Pakistan much more disgusting, as it has a very similar rape culture to India, but it's often applied to young boys too.
Often times those young boys who are raped by other men are kicked out of their families for having let themselves be tarnished.
And many rape victims then go on to rape others later on in age.
It's all a dodgy situation wherever it takes place in the world, and it's a particularly petty thing to argue who's country is best on the grounds of how many rapes occur.
To be completely frank, no country should be proud while there are any rapes that continue to go on, particularly those unreported, and those of vulnerable people.
