I just don't understand how ONLY the DEDICATED server won't work.

Your ports are obviously fine since you can connect in the first place.

This almost sounds like DoS protection software kicking in. Disable the DoS protection options in your firewall.

It's probably in your router. Look around the security settings for something like "udp flood".

I'm not sure that might be it.

So flood protection is already disabled on the router.

Is the server still responsive when you're lagging? Can you type stuff in console?

Well, I'm no longer experiencing lag, but now the problem is that the server can't be connected to if it is dedicated.

Is there any other port I can use to host through? Do the ports have anything to do with me not being able to host a dedicated server?

I've just about gone through everything that I know of as far as troubleshooting goes.

You can host it on any port you want as long as it's not in use already
You just need to change a pref (I don't know if it's a changable setting by default, or if you need to change it through console, and if the latter, what it would be) and forward that port

Yeah, I used to host on several ports back in the day for several servers.

but apparently it isnt the day anymore so wtf why cant i do what i used to do

Oh, and does this have anything to do with why I might not be able to host a dedicated server publicly?
