capitalists don't control all production in their country so no
yeah but why do you need to even do five year plans
doing so is very, very sketchy and might not work out the way you might want it to work out. it won't stuff out sprinkles and unicorns every single time, mainly because you are planning so far ahead into the future that you sit on something that might explode and backfire. what happens if something happens to your workers, such as protests against such cruel treatment in order to meet the expectations of the plans? what happens if something happens to your factories? resources? money? economy? demand? you can't just easily change a five year plan, and you can't consecutively make them one after another.
and i think jairo should moderate that at the very least.
e.g.:
http://en.wikipedia.org/wiki/First_five-year_plan_(Soviet_Union)
it caused famine.
im not saying its BAD in a sense, China is still doing five year plans, but i am just saying that it tends to not stuff rainbows and unicorns aka meet its goal, especially if its a communist country who is has such a large ego it doesn't give a stuff what it has to do in order to achieve it. it is much better to look at the importance of now, blah, blah, blah.
what i am saying is that you only depict good when these plans end, and never mention the bads.
