Mysterious spray/smoke from helicopter

So I'm sitting in my garage with the door open and I hear a helicopter come from overhead and I don't think anything of it,  but then it just kept coming back lower and lower over top of my head at an angle in a grid like form. As I got lower I realize that something was attached to the bottom of the helicopter,  and it look like it was spring some sort of pesticides, or something. May have been smoke but it was attach the bottom rails. /Discuss government theories.

Additional information, the helicopter was green if that helps.

Edit: I've gathered scattered reports on google that it's just mosquito control liquids, but I still believe it's Ebola.
