Why was there an electrified pole? Who, when getting out of the pool, decides to hold onto a metal pole? Wasn't there a ladder that people could use to get out instead?

the metal pole was how they have metal bars around certain areas in pools specifically so people can climb out onto them.

That's loving concerning. In all the pools I've seen, we have hard plastic ladders to prevent slipping, burning (in case the metal gets really hot) and electrocution.
