I think I understand the idea, but 'big update' is pretty vague. If the definition is an update that contains fairly major engine-side changes, I don't really know why those would be expected consistently anyway. It has been awhile since the last update period, though. We can trust that there are things in the works, and the nature of those things kinda justifies this timespan. Say what you want about the actual value of hats, they're still content and they're still updates, and they're not going to be an easy update. Updates don't come out of thin air, and ideas are even rarer. I've stated my opinion on the role of the developers and community to the content flow of this kind of game before, so I won't bother re-stating it. My current experience isn't being actively hindered by the lack of updates. I'd be willing to bet that most people's experiences are actually driven by the community anyway, but that's just my personal hypothesis.
