the time will always be unknown to keep the player wondering as to when such events can happen. but it will take in a cyberpunk world. basically, in the future, when technology is super advanced.
as to where, that's a secret. there will be easter eggs placed in the game that indicate the geographic location, the players should be able to figure it out. you might be able to figure it out when I continue posting updates and stuff
