The hardest part (which is still easy) is taking a players/bots/vehicles position and translating it to a point on the map.

Considering Blockland is a 3D space over a plane, how would you make it show depth?

Besides the fact that OP did not even ask that, many games do that by having alternative icons for higher/lower entities, generally a triangle pointing up or down signifying whether the entity is higher or lower than you are.

there are a ton of games that just use a overhead camera as a mini-map
why don't we just do that?

Sending secondary camera film to a client is more than likely impossible, however giving a client two cameras may not be.
