Edit: the reason why you can go fast on race tracks is they are on a gradient. The corners are on a tilt to allow the cars to have more friction so they don't slide. The brakes are also much better.

With streets there is no gradient meaning that the faster you go the less friction you have. Less friction means your tires won't grip the road when you brake. If you can find a big open road that is straight with no traffic be my guest and speed. But if your on a backroad I'm not coming to your funeral.
