If I steal a game from a game store and use the key and it works, does it count as piracy?

I'm not saying that I have, and I'm not saying that I won't, but I'm just curious.

I thought this was the case, as well.

I'm fairly sure it is the case for gift card kinda things, but not too sure about video game codes. Hm.
