there we go. 255 pages im not reading that but yes I see. rule exists, they don't follow it and don't punish the rule breakers. question is why. there has to be a legitimate reason. if someone can find that reason do tell

It costs time, money, and resources to reprimand rulebreakers. In a case of a reported rule violation where nobody was severely hurt, it's easier to be like 'hey don't do that' than it is to go through the steps necessary to levy sanctions upon an officer.
