Event Idea - OnTime

Ok, so I figured this would be extremely helpful in a ton of cases. I know NOTHING about coding, so I am just seeing if this is possible.

So I have two forms in mind:
(Examples)
OnDay -> SetLight -> None (Daylight Sensor)
OnNight -> SetLight -> Bright (Night Sensor)

Again, I have no idea if this is able to be done. I would rather hear it from a coding expert rather than never exposing this to anyone. I would absolutely love to see this in some way made for public use.

I've seen these events laying around somewhere. Iirc it overwrites the default stuffty daycycle, or at least there's an add-on with an easier to read and all around better daycycle that goes hand-in-hand with the events.
