But there are usually some boys in anime too, it just happens that K-ON is about an all-girls high school and Touhou's creator can't draw boys.

Those aren't drawn by ZUN. Those were from the fighting games 7.5, 10.5 and 12.3, which were a collaboration with Twilight frontier and they did the art for him.
