"RP" servers are absolute stuff, because it's more of a game of power than it is actual roleplay. At least, from what I've seen in literally every gmod RP server I've joined.
The people in power stay in power and there's nothing anyone else can do about it. Crime-oriented professions are always dominant and the police either don't or can't do anything about it because the people with all the guns cannot lose. This makes it difficult to near impossible for people who actually want to play the game to do anything worth a damn.
These servers should be avoided like the plague, both in creation and in playing, though that's never going to happen, which is ultimately why I've stopped playing the game altogether. There's not much reason for me to do so while this ridiculous excuse for a gamemode is the dominant server.
At least TTT is alright, though.
