Cuba begins revamping its older, simpler roads to fit the needs of a more modern society. This is expected to increase the output of pretty much everything on the island, simply because there's less congestion at certain places, like the commercial docks, or the capital.

In a meeting with Germany's diplomat, Chancellor Emilio Juárez has been quoted for the record, saying:

"The projected trade routes are currently too long for Cuba's relatively simple ships, and the mostly food-based goods Cuba has to offer will have spoiled by the time they reach any German port. For these reasons it is unfortunate that as a nation we must decline Germany's gracious offer."

Germany has now completed three naval productions that have been in progress since the early 1930s, the Graf Spee and multiple U-Boats. This becomes a mark of the slowly growing Military since WW1.

With the rejection of the Cuban trade route, Germany soon sees a small fall in relations between the two. However, these changes do not seem to be more drastic than a slight bruise.

there are now two different types of alliances: coalitions and alliances/unions
