Cuba passes two laws for its own military to abide by, partially in anticipation of future technology.

-Chemical weapons will be strictly prohibited. Does not effect relations with allies who do use them, however.
-Damage to civilian areas must be kept to a minimum, excluding scenarios where the enemy uses civilian areas. When in a town, port, or otherwise thickly populated (pre-war) settlement, the only forms of bombardment allowed unless absolutely necessary are mobile units that can be towed by a group of infantry or a light vehicle (this does not include trucks) and biplanes. Otherwise, except for in desperate scenarios, naval fire and long range artillery battery is considered too imprecise.

Furthermore, Cuba offers trade routes with Peru, and Saudi Arabia.

yes but if they broke that rule, there wouldn't really be a way to put action against it since they can just claim it was "completely necessary"
