How to host/Forward your Ports

I want to Host a HL2- based siege but when a friend joins to help me he cant, i think its because i have to forward my ports
I found a tutorial but it seems to be outdated
Well, if you know how, tell please



I tried to host it via RTB but nothing new happens

No, it's your router

OS matters for how you set up a static IP, but that's not required for port forwarding
(And even some routers can do it)
