I've only seen articles about Net Neutrality involving american companies. Is this rule international? Someone please fill me in.

FCC is a US agency, so this mandate is US only.

no, it's only in the good old u.s of a.
but it still technically matters because a lot of popular websites are hosted in the us.

Now telecom companies have no reason to invest in upgraded infrastructure and services while shackled by such heavy regulations. All so teenagers can browse research and post memes in peace.

well if you don't have at least 3MB/s download then your internet technically isn't even broadband
but that's it
companies just can't advertise "broadband" internet unless it's at least 3MB/s
there's nothing saying there has to be a standard of 3MB/s
