well if you don't have at least 3MB/s download then your internet technically isn't even broadband
but that's it
companies just can't advertise "broadband" internet unless it's at least 3MB/s
there's nothing saying there has to be a standard of 3MB/s

but it is broadband and the max speed is like 1mb/s

nope, the definition of broadband states that it must be at least 25 megabits per second download, which is approximately 3 megabytes per second, and 4 megabits per second upload, which is half a megabyte per second. Even I don't have broadband technically, and I have 3MB/s download easily, but I don't have high enough upload speed.
