He's protesting the fact that your character has a lot of gimmicks. And in his view, probably a special snowflake.
That makes sense at least. Although special snowflake would fall within your category of Mary Sue. I don't think adding mortal detail to your characters is necessarily bad. If she was taking down giant robots with a Katana and shooting lasers out of her eyes then i'd most definitely agree.
I just have to let this out already, a lot of player characters here are "ok" but not very easily identifiable. While they don't have to be eccentric, its almost criminal that they're about as robotic as some of the NPC's walking around in the game. (No offense to your NPC's Qwep and xxxxkill. They're fine as is i suppose for what they do. Not all of them are dull just so you know, but i can see much of the same personality reflected in each one of them. Exception being Raven Squad)
Tippy is only expanded within what is fine with the GM and within reason. It also helps me enjoy the RP more and i'm pretty sure Qwep appreciates the traffic. Usually if it seems a bit over-done he'll let me know and i adjust accordingly which i hardly mind at all.
Tippy's "gimmicks" do have some questionability but that's what makes it fun to a certain degree. When playing out a character, having details that raise a few questions makes good for entertainment and a sense of wonder. This adds in my mind at least some motivation to follow the mini story arc that a player is making. This is a role playing game, realism is ok, but overdone it's a bit of a bore for anyone really. Otherwise some of the planes that shoot at us wouldn't exist and Raven Squad wouldn't be running around with Augmetics. I'm making the most of what the GM's allow, so i don't think that's too bad.
TL;DR
You're probably right, Tippy is a little special in the sense that i've been extremely focused on story weaving and trying to entertain the rest of the players. It's what i do really and its a lot less about myself. I love this RP and the hard work Qwepir and xxxxkill put into it and just a little spice is what i want to try and give it since its open and allowed for character development. You don't need to worry about me ever making the exact same character twice because i take role playing seriously and i hate cardboard cutouts.
