Upgrade able cars

Basically allow you to use points in game to upgrade different characteristics of cars. Like the top speed and acceleration variables. Maybe have a GUI to make it easier.

A GUI would require a client mod along side a server one.

Pretty sure it wouldn't work for all cars though. The vehicle creator would
have to implement it into their cars (Support_Garage as an example),
but I'm not entirely sure.

But yeah, I do like this idea.
