The NSSR raises income tax dramatically to 60%, and uses much of the money to provide a weekly allowance to the population; the allowance is below the cost of living, to incentivise people to work. Also, they nationalize important industries like oil and agriculture. Private companies are still allowed to compete in this fields but they are at a large disadvantage.

technically the russian federation is a federation of oblasts/okrugs/republics which are like states
but who cares

foreign states are invited to join the NSSR; of course this is not mandatory in any way

Unless Cuba is directly attacked, GSTO likely won't participate in any potential war.
