there is a difference from changing the opinion of the private businesses in domestic business to player interaction, and abusing the private sector and saying that "they all have the mission to, like, randomly do stuff alligned with us! but we don't pay them anything!"

if you are doing like what nasa does now (hiring spacex and stuff like that), you'd be spending more money (paying them for doing it, then giving them the money to do it)
