that's true actually but there does need to be a certain "standard" of quality, i guess
A quality standard will set itself, there's no need to judge people's servers.
If it's good, fun or generally entertaining, it will get players. The amount of players on a server can be a good scope of how much the majority enjoys that server.
If you see "stuffty" servers getting popular, it might be due to the fact that certain niche servers such as family rps or FNaF servers have a sizeable, but persistent following. If you looked a little closer at the names of the players who are on every family rp server, you'll notice it's just a handful of people who only play on family rps.
As far as the whole "Why don't you make your own server" thing goes, I've been regularly working on a western fortwars RPG roleplay thing and even though I've been regularly working on it, it still isn't remotely close to being done. These things take time, you see.
