this sounds feasible, but would a rubber bullet really be unable to at least stun them in that state?

no? if they can shoot him, he can be subdued. the only difference is the criminal doesn't die until he gets the death penalty or dies from life in prison lol
This isn't Batman or some stuff where there is a no killing rule. If the shooter presents an immediate danger to either the cop or anyone else, the police have the right to put him down. That is it.

what about consistent fire? a rubber bullet isn't exactly a nerf dart. it has the ability to subdue anyone without killing them not considering blows to weak areas like the neck, head, sternum, etc. which with consistent fire you're likely to hit. how does adrenaline stand up to the jarring effects of getting a projectile lodged into your body at 300-700mph? I don't know how fast rubber bullets go

i could give a rats ass for the safety of cops. crime is way way down in the US, yet they keep adding more cops and giving them military weapons now.

they want to act like soldiers, and are taught to fear and mistrust every citizen.
in general none of them should be trusted.

Split second decisions don't work like this, either you subdue them fast enough for them not to be able to get off a shot or you get shot yourself. Unless you've seriously mastered the art of fast firing I doubt you could get off 2 or more shots before the other person could get off 1. And even then, there's still the possibility of them being able to pull the trigger, I'm no expert on the human body here.

I'm trying to not be super biased, but non-lethal projectiles just seems like a really good alternative to me.

You said it yourself that rubber bullets can be lethal if the person is shot in the right places. If this same situation happened and the cop had a gun with rubber bullets, what makes you think he would hesitate to put two in the guys head?

well the officer in the op is an idiot lol so of course he'd try to do something lethal with anything

but the difference here is that if the officer mentioned in the op wasn't just trying to kill the guy and had rubber bullets, the cop could still shoot like an idiot without completely endangering a non-weaponized person's life.
