EDIT: To add to this, PixelTail became aware of the roblox version after someone pointed it out. In the end, the devs just told the guy who made it "You can keep having this game up as long as you don't make any real money off of it."

tower unite is 20(?) bucks for an early access game whereas the plaza is free

This sort of stuff is illegal. It breaks copyright laws. They can get sued and even more, the roblox company is ignoring it because its a way of generating money by attracting users. They even feature the games on the front page without listening to the complaints and stuff.
