What if he's one of the good guys, and he dons the equipment to go undercover? That's how I'm interpreting it.

Furthermore, Stormtroopers =/= Clones, and unless I've missed some announcement, I'm certain these guys are just ordinary Stormtroopers. Stormtroopers were hired like any military, and I recall there being a conversation either in the first (fourth) movie, or in a book/comic adaptation about him considering joining the Empire.
