In LA you see stuff on they news all the time of 21 Year olds that got in a high speed pursuit all because of a DUI, its loving handicapped.

It varies based on way too many factors to really pin down to make laws around the concept.

taking into account that you're 14, I don't think that changing the minimum age for drinking to 18 would have much of an affect on that...
