I don't really understand how you can be responsible enough to vote, drive, have love, get married, have responsibility for your own actions, yet not be responsible enough to consume alcohol.

There's always going to be abusers, by the way, no matter what the age alcohol is legal at.
And there's always going to be underaged users too.
