That's a really dumb reason not to get a game that's probably going to be outstanding. You could just, you know, not buy the season pass.

The game was slated to be released June of last year. It has been delayed to the point of June this year. And they still decide to lock content behind a season pass.

Unless the amount of content in the DLC is akin to 2/3 of the game then it is not worth it for 40 bucks.

Unless you have a real source on this, you should always assume that DLC is being actively developed, not just "locked away content." Because that's more often the case than not.

No way to know until it's too late, but I'd bet it is.
