As far as this RP is concerned, I'm counting an empire as any nation with a client state or overseas territory.

Mother nations may declare various oversea holdings anywhere from colonies (fully autonomous) to administrative regions (semi-autonomous) to direct annexation (no autonomy) (Commonwealths fit between colonies and administrative regions). In times of war, a nation's colonies and administrative regions will automatically join them. Annexing a colony may result in some backlash if the colony is not fond of its mother nation.

Protectorates may be established either through peaceful negotiation or force. Protectorates are not obligated to follow their masters into war, and may possess their own form of government separate from their mother. The mother country is obligated to assist their protectorate if they are attacked.

If a territory is denoted <mother country> <region> e.g. French Caribbean, it simply means the land is either unorganized or covers an area too vast to individually name. It is implied the region in its entirety is an administrative one, however.

being able to use them for anything more than perhaps special revolvers and a rifle or two, in 1861, is ridiculous

considering many early metal cartridges were rimfire, thin and prone to malfunction, and a paper cartridge didnt need to be ejected and didnt malfunction a whole lot...

they're more of a novelty than anything, considering right now mass produced breech loading rifles are still fairly revolutionary, and they're still single fire
