i have no idea what you mean by max level
but the max stage level is definitely not 650, as yesterday the highest level game was at 1200 or so

Software I used on Day 1 put max level on 680, I guess that was software limited or Valve had more protected or locked until the next day.
Either way, I got stuck on 680.

refunds dont give you an excuse to just try and rent a video game.
you still have to not be a handicap, and research the games better before you buy them.
