Nah, that's 'V.A.N.S'

Well you don't exactly need Intelligence for that perk, given that you can't have less than 1 Intelligence.
(although I suppose you'll need higher Intelligence to upgrade it)
Also, having looked at the list of
Perks in Fallout 4, some of them seem like they don't reflect the SPECIAL required for them.
For example, "Nerd Rage!" is on this list (or at least the icon for it is), under Intelligence, right at the bottom.
So that means it requires 10 Intelligence to unlock.
Nerd Rage in Fallout 3/New Vegas required just 5 Intelligence (although also 50 Science, and Level 10).
Does it not seem like quite a massive increase in Intelligence, just for an ability that raises your Strength to 10 and gives you increased Damage Resistance/Threshold when you're at 20% health?
If the Perk still has the same effect as it used to, then to me it seems like a weird choice for the highest-Intelligence perk.
