The only time i really actually used vats is when i went melee, unarmed.

I hated using vats on melee playthroughs because you cant even select where you want to hit.



Another thing to that would be interesting is having the enemies be more engaging in vats. Like you take your shots first, then your enemy gets to do a counter attack on you in vats.

I only use vats when they're right infront of me just to make sure I hit their head.

You should be able to enter bullet time instead of VATS if you want to play it that way. Makes sense, right? It would give players who don't use Action Points a reason to get those perks and use Jet.
and maybe for Melee and Unarmed weapons you can use AP for power attacks, or special moves like the Uppercut or Cross.

i agree the vats is a bit dated now and the only reason it's still around is for the flashy cinematic kill cams.

Bullet time will accomplish the same thing.

I only used vats whenever I wanted to one shot somebody because for some reason head shorting normally out of vats did less damage then in vats

it needs to be more engaging in some way other easy mode free crits. Bullet time seems like a better alternative though.

You can just not use the crits.
