universal suffrage - the democratic ideology passively bleeds into neighboring countries. trade with other democratic nations is increased
capitalism - when declared upon, may purchase a free technology (one per enemy nation equal to or greater than yourself)
cultural assimilation - reduces civil unrest in culturally different regions. increases nationwide production
secularism - research agreements with other democratic nations are twice as potent

arsenal of democracy - when declaring war in aid of an ally, may either increase troop capacity by 50% or troop defense by 50%
media culture - enemy propaganda is less effective. democracy passively spreads into countries you are trading with. receive a bonus to national unity

treaty organization - treaty organizations may be formed by alliance unions consisting of 3 or more members. in a treaty organization, all members receive +50% troop capacity, +50% troop defense, +50% trade, and +25% tech research rate. these values are additive based on the number of democratic members who also possess treaty organization and stop being counted past 4 members. a nation may only be part of one treaty organization at a time

police state - reduces enemy propaganda effectiveness. defensive spies are twice as effective
ultracentralization - may occasionally subjugate small ideologically-aligned or culturally similar nations that border you without npc incident
patriotic war - when fighting in friendly territory (yours or allies'), gain a 100% troop defense bonus
bureaucracy - increases wealth from trade. whenever you discover a technology, gain a small wealth boost

unified academia - research agreements with other communist nations are twice as potent. every time you declare peace, gain a free technology
modern vassalage - may grant portions of your empire minimal autonomy to increase production, wealth, and reduce civil unrest. when declared upon, receive a 50% bonus to troop capacity

five-year plan - may designate five-years to focus on either research, production, or ideology. during a research focus, receive an extra technology at the end of the five years. during a production focus, receive 50% extra troop capacity. during an ideology focus, exude increased ideological pressure against trade partners and neighbors
cultural revolution - enemy propaganda is less effective. communist propaganda against neighbors is twice as effective. when you are in danger of a civil war due to ideological pressure, automatically "remove" problem citizens and return to normality



rampant militarism - +25% troop capacity. when declaring war, receive a bonus to troop attack
radical nationalism - reduced civil unrest. influence authoritarian nations at double magnitude
dictatorship - reduced civil unrest. during war, may make a riveting speech to increase troop morale (once per war)

elite forces - when encircled or outnumbered, troops gain increased morale and attack. will resort to Self Delete tactics rather than retreat unless ordered
unrestrained despotism - coup d'etats, assassinations, and other leader-threatening moves are less effective. for every condemnation against you (denunciation, embargo, war, etc), receive +10% troop attack

full mobilization - once per every ten years, may increase troop capacity by 200% and troop morale by 25%
gunboat diplomacy - may occupy small parts of neighboring territory without being at war and demand them in a peace deal
total war - receive bonus wealth and nationwide production. every time you declare peace, receive a free technology and a short troop morale bonus

clausewitz's legacy - for every alliance with other fascist nations you have, receive an extra 50% troop capacity. acquire the "clausewitz's legacy" ribbon, a consumable that increases troop attack and mobility by 300% for three years

also nations should have different flags depending on which ideology is in power. for example, in order of authoritative/democratic/communist/fascist,

for some nations, there aren't really any historical precedents or they've used the same flag over time (US, UK)

also nations should have different flags depending on which ideology is in power. for example, in order of authoritative/democratic/communist/fascist,
if people want to do that for their nation posts, go ahead

I'm not planning to use flags for anything other than war maps, though
