Yeah, while I see the authority-based logic, it just doesn't quite seem right. Also, isn't Republic to Oligarchy a regression?

it's difficult to fit it in elsewhere so I connected them through authoritarian rule and imperialistic/empirebuilding policies

not the most politically correct, but for gameplay purposes it's sufficient

constitutional monarchy and martial domain dilute government authority as well, but I don't view it as a regression. it's an equivalent exchange from power to the government to power to the people so as to avoid internal conflict or remain relevant in worldly affairs without sacrificing complete authority

this'll make more sense when I make another "on the subject of" post

maybe instead I'll do something like this

every era when appropriate, people will automatically advance to the next tier of government and receive the bonus (all bonuses carry through)

EDIT: probs change base draft percentage from 10% to 5%
EDIT 2: probs have draft begin at 1%, increase by an additional 1% per every era up to a high base of 5%
