With an IP you'll usually find the said persons ISP, as in where their internet comes from. This is usually really close to them however, but I'm no expert so I'm not sure

I hope you're ok too. Also, here's something that you should know:
If you use Wireshark and call somebody via voicechat on Steam, you can snatch somebody's IP. That's probably why he tried to call you via Steam. You can also resolve Skype usernames, which is probably how he got your IP and location.

Oh. My bad. I read the story wrong. But he can still get a general location with your IP anyway.
