I'm not quite sure who this user is in particular, but I do believe he's a nuisance. Let's start with his two recent dramas:
Drama 1Just read this over for yourself. He basically get's banned for being a dumbforget because he gets the idea that because something isn't listed as a rule, it means thats okay to do. He posted screenshots of him spouting stuff like "You can spam, use VCE, crash the server, anything! because it isnt in the rules!" and he gets banned and thinks the ban and the admins were in the wrong. Are you serious dude?
Drama 2In this drama he talks about how his server was attacked with a DDOS, and he posts a link to a youtube video of him freaking out about getting DDOS'ed. If you read the replies, it was clearly debunked as not a DDOS but just him pinging all the servers to the master server. Good job!
