You should read the rules more carefully.
That area is No-Mans-Land, because it isn't inside of a map building. The "No building in someones base" rule doesn't apply in that area. I built there to prevent further fortification of the C16 base, as everyone else in the server was preparing to raid it.
It has nothing to do with being admin, in any way.
