what can I do, there's USB 3.0 ports on the back too, but I can't use the ones on the front because of this

I'm having a hard time imagining how the video card could even be blocking USB ports unless you have some bizarre case. Could you take pictures or something?

I think he means it's blocking the headers on the board for USB3.  I don't think there's a whole lot he could do.
Blame your mainboard's manufacturer.

buy a PCI extender and move the graphics card somewhere else

The usb3 header on board is that odd wide serial plug.
But i have nwver see it not come out sideways from the board, so i cant imagine it being blocked by anything at all.

Try a right angle header. Im assuming the issue is the video card hangs over it and the cable cant come straight out. Similar to right angle sata cables
